  * Guidelines for Implementation of Fumigation Sterilization at International Seaports  
*
  Original articles promulgated on March 12, 1984

Amendments to Articles 1, 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12 promulgated on August 15, 1990


Article 1: These guidelines are established by the National Quarantine Service of the Department of Health, Executive Yuan (DOH) to meet the needs of implementation of fumigation sterilization operations as required by the regulations for quarantine at international seaports.


Article 2: Fumigation sterilization under these guidelines refers to the elimination of rodents, the killing of germs and insects inside vessels, aircraft, containers, warehouses, articles and ports.


Article 3: The rodent-elimination methods prescribed under these guidelines shall be:

a. Fumigation by hydrogen cyanide

b. Fumigation by methane bromide

c. The use of poisonous bait

d. Other methods as approved by the DOH


Article 4: The operating procedures for the elimination of rodents by fumigation shall be as follows:

a. The quarantine unit shall first check the inhabitation status of rodents and disease-carrying insects, determine the volume and draw up a fumigation plan.

b. The responsible person of the vessel, container, warehouse, etc. subject to fumigation shall complete the preliminary work so that quarantine personnel may begin to start operations upon arrival.

c. Fumigation work shall be conducted during office hours. However, the quarantine unit may, if necessary, conduct the operation on Sundays and national holidays, of which the corresponding fees are double.

d. In the event that the vessel, container, warehouse, etc. subject to fumigation fails to complete the operation within the approved deadline, the person in charge shall immediately notify the quarantine unit to arrange another time.

e. In the event that the responsible person of the vessel, container, warehouse, etc. subject to fumigation fails to complete the preliminary work half an hour after the arrival of the quarantine personnel, a late fee shall be charged and application for re-arrangement of the quarantine schedule will be required.

f. In case the quarantine unit finds itself unable to carry out the operation for vessels, containers, warehouses, etc. scheduled for fumigation because of practical considerations, it may rearrange a new time.

g. During fumigation, the responsible person of the vessel, container, warehouse, etc. shall assign personnel to assist the operation.

h. During fumigation and before medicine is actually applied, the responsible person of the vessel, container, warehouse, etc. shall assign personnel to accompany the quarantine personnel to check related safety measures.

i. During the fumigation process, vessels, containers, warehouses, etc prior to announcement of completion of operation, shall not move or be used. At the same time, non-working personnel shall be prohibited from approaching the premises.


Article 5: The permissible residual volume of the deratization agent shall be as follows:

a. Hydrogen cyanide: Air level below 10PPM

b. Methane bromide: Air level below 5PPM


Article 6: The sterilization methods prescribed under these guidelines shall be as follows:

a. High-pressure steam sterilization: For each square inch, use saturated steam of 15 lbs pressure at 121°C for sterilization of 15 minutes.

b. Burning sterilization: Burn the subject with burning agent.

c. Boiling sterilization: Use water to boil the subject for 30 minutes.

d. Drug-immersing sterilization: Immerse the subject into the sterilization bottle at an effective level for at least one hour.

e. Spray sterilization: Spray the sterilization solution over the surface of the subject.

f. Other sterilization methods as approved by the DOH.


Article 7: The disinfectants prescribed under these guidelines shall be as follows:

a. Effective iodine solution

b. Sodium hypophosphite solution

c. Compound coal oil phenol

d. Carbolic acid solution

e. Bleaching powder

f. Other disinfectants as approved by the DOH.


Article 8: The quarantine unit may, in view of the situation, apply proper sterilization on infected articles or articles suspected of infection.


Article 9: The methods prescribed under these guidelines shall be as follows:

a. Use of general sprayers such as hand-pressed automatic sprayers, shoulder-mounted semi-automatic sprayers and engine-powered sprayer

b. Use of micro sprayers

c. Use of thermal fog sprayers

d. Use of fumigation agents such as hydrogen cyanide and methane bromide

e. Other insect-elimination methods as approved by the DOH.


Article 10: Insecticides prescribed under these guidelines shall be as follows:

a. Insecticide with organic phosphorous

b. Insecticide with carbamic acid

c. Holophytic insecticide

d. Other insecticides as approved by the DOH.


Article 11: With respect to implementation of the fumigation and sterilization operations, the quarantine unit may, in view of the situation, determine the methods, dosage and level to be used.


Article 12: These guidelines shall take effect on the date of promulgation.
